Well I'm not an expert. However,recently I've bought documentary DVD called Punk's not dead. Apart from old bands (like GBH, Damned, Exploited, Ramones, Black Flag etc.) there were many of newer ones (like Green Day). Haven't heard guys from old school objecting the new ones are not punk anymore. I guess this song has a punk rhytm, melody and sense of humour. Sure, it's not angry, but compare it to Ramones or Buzzcocks, they also did not write the angry songs, yet considered to be punk bands.
